Client Overview
Our client is the first broadband wireless access company to offer fully converged, all-IP solutions for world-class service providers. The company's headquarter is in USA. Their solutions support Mobile WiMAX 802.16e-2005; which is the latest standard for both fixed and mobile broadband services. The client is also a member of WiMAX forum.

 

Why USE
The client's key competence is Research and Total solution designs; however outsourcing the development and manufacturing work is their consistent strategy. Before coming to China, they worked together with a famous Indian outsourcing provider for 2 years. But this experience did not turn out to be very productive as the engineers they worked with were very inexperienced. Advised by an outsourcing expert, they turned to China to look for a qualified outsourcing partner.
 
This project as their first step coming to China is to develop an EMS (Element Management System); which provides external FCAPS Network Management functions for IEEE 802.16e-2005 Network Elements. This system will be constructed on J2EE architecture.

 

The key factors they considered during bidding are:
1.  Capability of JAVA technology
2.  Project management methodology
 
USE's background of 19 years in the software history, world class campus and CMMI5, all impressed the client deeply. When they learned that USE has her own J2EE development platform GAP (Global Application Platform) which cuts development cost to nearly 30% in our J2EE customized software project, they made their decision.

 

Solution from USE
The client outsourced this project to USE totally, with project scope and schedule defined clearly in the contract. It means that USE takes all the risk and project management tasks.
The project will be completed in 1 year with a 12 person team. It adopts the iteration method and follows USE's CMMI5 project development process.
The client gave us Product Requirement Specifications as an input and USE takes the responsibility of requirement analysis, high level and detailed design, coding, testing and integration.

As in this project, the client takes great importance regarding the design. Therefore, to guarantee the quality of our design documents, everyone's job is reviewed by 2 other team members followed by a peer review meeting to review and asses the documents. After the peer review meeting, the QA department audits the documents to determine if they meet the quality standard. Documents are only submitted to client after they pass all reviews otherwise they are sent back to rework or polish.

 

Benefit
Obviously, the client cuts their development cost dramatically by outsourcing to us. What satisfied the client most is our development efficiency as they said that it was amazing that we finish this project within a year while it would take more than 1.5 years if they were to develop it in-house.
