Mainframe Backbone System

Client Overview
The client is a multinational company. It is amongst the world's very few truly global property, casualty and reinsurance organizations.

Why USE
Because we had several successful projects with a division of the client in China, our CEO Kai got in touch with the president of Asian-Pacific region and had a client site visit several years ago. Kai also talked about work and future collaboration with the client. As a result, USE was listed as one of the four candidates when the client started looking for outsourcing in China.

When it came to outsourcing work to China, all four listed companies were contacted and they proposed solutions to the client's problems. The client also sent their experts over to China to review the development bases. Based on following reasons, the client chose us:

1)    We had successful cooperation history with the client and had adequate industry background; our experts had vast understanding of insurance system, re-insurance system, billing system and financial system.
2)    The development cost is relatively cheap in Xi'an compared to other cities; so the client finally chose the Xi'an division of USE to develop the application;
3)    Beijing USE work closely with Xi'an USE.

The client invested a lot in Xi'an to set up the development environment, and worked with us to build a 20 people Offshore Development Center (ODC) there.

Project Overview
The computer system of the client is composed of mainframe backbone system, WEB, and CSS system.  The mainframe part was outsourced to us. Our main responsibility includes motor insurance, house fire insurance and travel insurance.

The Challenge
The development team needed much experience in mainframe. Because of the complexity of business and very tough timelines, USE immediately sent two mainframe consultants from Beijing to the client's office to get a knowledge transfer from the client. After three weeks of knowledge transfer, the consultants went back to Xi'an and gave trainings to the development team.

With the trainings and hard work of all the team players, the ability on mainframe was greatly improved.

Benefit
Even the client invested a lot in setting up the development environment, it still benefits from the ODC project. In the second year, we helped the client reduce the development cost 25%-30%.
